Somewhere around February, a director opens the safety budget and finds several unlike purchases sitting under one heading. Radios for staff. Aquatic detection equipment. Emergency planning. Alert systems. Training. Each may be called “safety and security,” but they solve different problems, arrive through different delivery models and leave different work behind for the camp.
This is about traditional residential camp: cabins spread across a property, staff housing, multi-week sessions, an arrival-day surge and activity areas that may sit beyond easy shouting distance. In that setting, the category is less a single vendor market than a collection of systems that touch operations at different points.
The CampBuzz Safety & Security directory contains six listed companies. That count tells you the category exists. It does not tell you that the offerings are interchangeable.
Start with the job, not the category
A safety purchase should begin with a tightly written problem. “Improve communication” is too broad. “Allow the waterfront director to reach the health center from the dock” gives a vendor something testable. So does “send an emergency instruction to occupied cabins,” or “add a detection layer during swim periods in natural water.”
The distinctions matter because products can sit next to each other in a directory while operating at entirely different layers of camp. One may be physical equipment carried by staff. Another may place wearable devices on swimmers and lifeguards. Another may center on emergency services or organizational practices. A camp that asks every vendor the same generic questions will receive polished answers to several different problems.
Write the operating moment first. Name where it occurs, who initiates the response, who must receive information and what happens if the primary system is unavailable. Then talk to vendors.
That order prevents a common procurement mistake: choosing a product whose feature list looks substantial while its actual role at camp remains vague.
The dimensions that genuinely separate offerings
The first dividing line is function. Communication equipment moves information. Detection equipment identifies a defined condition and issues an alert. Planning and training services address procedures and human action. Notification systems distribute a message. These functions can support the same emergency plan, but one cannot be evaluated as a substitute for another.
The second is operating environment. A system used inside the office has a different burden from one used at the waterfront, on wooded trails or between cabins after dark. You need to specify the locations where coverage, visibility, audibility or connectivity must hold. “Works on camp” is not an acceptance test.
The third is dependency—the infrastructure or behavior the offering needs in order to function. Ask about power, charging, internet access, cellular service, repeaters, hubs, wearable tags, staff-carried devices and any required licensing. A dependency is not automatically a flaw. An undisclosed dependency is.
Then comes deployment. Some equipment can be portable; other equipment may be installed permanently. WAVE Drowning Detection Systems, for example, describes its aquatic-safety system as portable or permanent and says it works in pools, waterparks and natural water. Its system uses wearable swimmer and lifeguard tags with a GUARDian hub that alerts lifeguards in real time.
That description gives a camp concrete issues to examine: how tags are assigned, collected and checked; where the hub sits; what setup looks like at a natural-water site; and which staff member owns the equipment before and after each swim period. The technology may detect and alert, but camp still has to define the operating procedure around it.
Finally, offerings differ by who carries the daily burden. Some systems live mainly with leadership until an incident. Others require every radio user, waterfront staff member or cabin-area supervisor to perform a routine correctly. That routine belongs in the purchasing decision — not in a memo written after the equipment arrives.

Price begins before the quote
Safety and security pricing varies because the thing being purchased varies. A quote may cover equipment ownership, equipment rental, installation, programming, licensing, accessories, repairs, training or ongoing service. Two totals that look comparable may contain different obligations.
Fast Radios, for example, sells and rents commercial-grade two-way radio systems and offers short-, medium- and long-term arrangements. Its listed services include programming, FCC licensing, repeaters, repairs, batteries and accessories, along with free on-site trials. It supplies UHF and VHF, analog and digital, PoC and LTE, and satellite options.
That is not one purchasing model. It is a set of choices that can change both the initial quote and the work your camp retains. A rental may allocate ownership differently from a purchase. A radio quote that includes programming and licensing is not equivalent to a hardware-only quote. Batteries and accessories are operational items, not footnotes.
Ask every vendor to separate the quoted amount into what is being bought, what is being rented and what is being provided as a service. Then ask which costs recur, which events generate additional charges, who pays freight and what happens when equipment needs repair during camp.
Do not accept “support included” without a definition. Support might mean remote troubleshooting, physical repair, replacement equipment, reprogramming or an on-site visit. Those are different services. The contract should say which one you are buying.
Make the property part of the evaluation
A traditional overnight camp is not a conference room with bunks attached. The property itself determines how a safety system behaves: distance between buildings, terrain, construction materials, waterfront location, road access and areas with inconsistent connectivity.
A product demonstration can prove that equipment turns on. It cannot prove that a radio reaches from the ropes course to the office, that an alert can be heard inside a closed cabin or that staff can follow a device procedure during arrival day. Those claims need to be tested in the places where the system will be used.
For communications equipment, map the locations that matter before any trial. Include the health center, waterfront, dining hall, maintenance area, staff housing and the edges of program space. Record where communication is clear, where it fails and what infrastructure the vendor proposes to address the gap.
For detection or notification equipment, test the complete chain: the initiating event, the alert, the staff response and the backup procedure. The product is one link. Your supervision plan remains another.
A vendor’s on-site trial can be useful here because it moves the conversation away from a showroom condition and onto your property. Fast Radios offers free on-site trials. Ask who owns the summer work
The invoice often receives more scrutiny than the handoff. That is backwards for systems used by seasonal staff.
Before signing, identify who will receive equipment, who will configure it, who will train supervisors, who will issue devices and who will collect them. Add charging, storage, inspection, cleaning, tag assignment, battery replacement and repair reporting where those tasks apply. If no name can be attached to a task, the task has not been planned.
Ask what the vendor supplies for staff instruction and what camp must create. A director-level orientation is different from a procedure a counselor can follow between breakfast and first activity. Training materials also need to match the equipment and configuration actually delivered, rather than a generic product family.
Then examine turnover. Residential camps may place important equipment in the hands of staff who arrived shortly before campers. Your plan needs to survive a missed training session, a replacement staff member and a supervisor who is moved to another area. The contract will not solve that. The operating procedure can.
The contract should describe failure
Safety proposals naturally spend time on normal operation. Your questions should spend time on failure.
Ask what happens when a device is damaged, a battery will not hold a charge, a tag goes missing, a hub loses power or a coverage area falls outside the expected range. Ask how faults are identified and reported. Establish what the vendor can do remotely, what requires shipment and what requires someone to come to camp.
The backup procedure belongs beside the product procedure. Staff should know how communication continues without the primary radio channel and how supervision continues when detection equipment is unavailable. A backup that exists only in the director’s head is not an operating system.
Contract terms should also state what happens at the end of the season. Rental equipment may need to be inventoried and returned. Purchased equipment may need secure storage, maintenance or reprogramming before the next opening. Permanently deployed equipment may remain in place while staff knowledge leaves in August.
That last point changes the buying question. You are not only selecting a system for the coming session; you are deciding what next summer’s staff will inherit without the memory of the people who chose it.
Write the failure procedure before you sign the successful-operation quote.
